# EU to Allow Cash Withdrawals in Shops Without Purchase

The **European Union** is moving forward with new regulations for cash withdrawals following a preliminary agreement reached in late November 2025. The proposed rules will allow customers to withdraw cash in shops like bakeries without making a purchase.

Under the draft documents, **retailers** can voluntarily provide cash up to a 150-euro limit per transaction. These withdrawals will require authorization via a **debit card** and **PIN**. The rules also mandate that **ATM** fees be disclosed before a user confirms a withdrawal.

This legislation aims to increase transparency by requiring that exchange rate markups and fees for non-bank ATMs are visible to customers. The new regulations will become binding once the European legislative process is officially completed in the coming months.
