Lower Austria Basic Care Repayment Dispute

Lower Austria addresses repayment claims for basic care overpayments as officials debate hardship waivers for Ukrainian war refugees.

currently provides basic care to nearly 6,000 individuals, primarily war refugees from living in private or organized housing. A court recently ruled that the state cannot count climate or anti-inflation bonuses as income for care.

The Association of Ukrainian Organizations in Austria is now addressing repayment claims for unreported pensions, which are counted as income. While the state can demand refunds for overpayments, the group is requesting affordable installment plans for all.

State Vice-Governor rejects exceptions for those who concealed income. However, the Basic Care Act allows for waivers if repayments cause social hardship, defined as endangering a person's economic existence, to ensure fair financial recovery.
