Austria Reclassifies E-Mopeds as Motor Vehicles

New regulations starting October 1 require E-moped owners in Austria to obtain registration, insurance, and follow stricter road rules.

Austria is implementing new regulations for E-mopeds starting October 1, reclassifying these vehicles as motor vehicles. E-mopeds, defined as E-bikes with a 25 km/h top speed that operate without pedaling, must now be equated with traditional mopeds.

Owners must now secure registration, license plates, and liability insurance to avoid fines up to 10,000 euros. Riders are required to wear motorcycle helmets, undergo Section 57a inspections, and follow a stricter 0.5 per mille blood alcohol limit.

The law bans E-mopeds from cycle paths, mandating roadway use. This shift follows a KFV survey revealing that one-third of users have been in accidents and many feel uninformed about these changes, which carry significant penalties for non-compliance.
